This enhancer decreases ammo burn and deterioration for a weapon.
Enhancers are consumed through stack reduction. The consumption occurs randomly for each enhancer when the base item is used. After thoughly looking through this, 1% is actually correct. It is calculated like this: Weapon has ammo burn base: 144 and the sequence when adding enhancers are 144, 142, 141, 139, 138 ammo burn 1% of the base ammo burn 144 is 1.44. 144 - 1.44 = 142.56, rounded 142. 142.56 - 1.44 = 141.12 rounded 141. 141.12 - 1.44 = 139.68 rounded 139. 139.68 - 1.44 = 138.24 rounded 138. That way 1% is correct, but it's from the base ammo burn of the weapon for each tier. If the 1% is below 5 ammo burn, it will get capped at 5.
