The Pandi pup might look like a cute seal pup much like the ones back on Earth, but just as the grown up Pandi these pups can be dangerous.

The IFN Science department have requested that these pups should be classified as a protected species so they can conduct scientific research on them without civilians disturbing their natural behavior.

For this reason the IFN has authorized the use of deadly force against anyone seen within the protected Pandi pup habitat.
